The architecture decision comes first, because it is expensive to reverse: country-code domains, subdirectories or subdomains each trade off signal strength, operational cost and flexibility differently.

Query research is where most programmes actually fail. Translating a keyword list produces terms nobody searches; demand has to be measured in the target language.
