Local search covers the results Google shows when a query has geographic intent — most visibly the map pack of three business listings above the organic results. Ranking there depends heavily on proximity, a verified business profile and consistent location data, none of which a remote business can supply.
Two distinct surfaces get conflated. The map pack requires a Google Business Profile tied to a real address or a defined service area. Organic results for location-qualified queries do not, and are reachable with genuinely market-specific content.
For a remote or distributed business, the honest strategy targets the second surface and says so.

Creating a page per city with the city name swapped in and nothing else changed. These are doorway pages, they are recognised as such, and they can drag down the pages that were working.
